Predict Oregon is an independent, non-partisan public opinion polling operation based in Oregon. We conduct scientifically designed surveys on Oregon elections, ballot measures, and public policy issues. We are not affiliated with any political party, candidate, or campaign committee.
Text messages sent under this program come from Predict Oregon (DBA, registered in Oregon), operating at PredictOregon.com.
Predict Oregon sends text messages for one purpose: to invite randomly selected registered Oregon voters to participate in our public opinion polls. Messages contain a secure, unique link to our online poll instrument. We do not send promotional, commercial, or fundraising messages.
We do not sell, rent, or share your phone number with any third party for marketing purposes. Your number is used solely to contact you for the polling program described here.
Message frequency varies depending on our polling schedule. Predict Oregon conducts a limited number of polls per year — typically tied to Oregon primary and general election cycles. For any given poll, you may receive:

Predict Oregon contacts registered Oregon voters using publicly available data from the Oregon Secretary of State's voter registration database, supplemented by commercially appended contact data from licensed data providers. Phone numbers in the voter file are part of the public record under Oregon law.
Recipients are selected by random sampling from the eligible voter population for a given poll. Being contacted does not mean you have been specially identified or targeted — it means your number was drawn in a random sample of registered voters.
If you prefer not to be contacted, reply STOP at any time. Your number will be added to our permanent do-not-contact list and will not receive future messages.

Predict Oregon complies with the Telephone Consumer Protection Act (TCPA) and all applicable federal and Oregon state laws governing the use of text messaging for survey and polling outreach.
Oregon law provides an additional layer of protection for this work. Under Oregon House Bill 3865, public opinion polling and the solicitation of public opinion are explicitly exempted from the definition of "telephone solicitation" under state law. Predict Oregon's outreach falls squarely within that exemption.
